ICHRA in Arizona.

The ICHRA itself is federal — a fixed, tax-free monthly allowance your employees use to buy their own individual plans. What's local is the market underneath it. Here is what that market looks like in Arizona.

The Arizona market underneath it.

Arizona buys marketplace plans on HealthCare.gov across 15 counties and 7 rating areas; seven insurers offered 2026 marketplace plans (dropping to six for 2027 as Cigna exits). Employees keep real carrier choice in the Phoenix and Tucson metros.

Where employees buy plans

HealthCare.gov — the federal exchange, or directly from carriers off-exchange.

How premiums are set

Premiums vary by age (up to a 3:1 ratio), by rating area, and by tobacco use (federal default, up to 50% more) across 15 counties and 7 rating areas — Maricopa County prices differently from Pima or the rural north.

2027 Open Enrollment

Arizonans buy 2027 plans on HealthCare.gov November 1, 2026 – January 15, 2027; enroll by December 15, 2026 for coverage starting January 1. (A federal rule that would have shortened the window was vacated by a federal court in June 2026; CMS confirmed the January 15 end date in July 2026 while its appeal is pending.)

Legislation watch

No ICHRA credit is enacted. HB 2694 (2026) — a $400-per-covered-employee credit for employers with 1–50 employees contributing at least $400 — was introduced January 2026, had a second reading, and saw no further action. Nothing ICHRA-specific is enacted or pending as of August 2026.

Arizona questions.

Is an ICHRA legal in Arizona?

Yes. The ICHRA is a federal arrangement under a 2019 federal rule and works the same in every state, including Arizona. What varies locally is the individual market your employees buy from — seven carriers statewide in 2026.

Why do Arizona ICHRA budgets depend on ZIP code?

Arizona has 7 rating areas and carriers price the same plan differently across them — Phoenix, Tucson, and rural counties each rate separately. We price from your actual census, not a state average.
