ICHRA in New Hampshire.

The ICHRA itself is federal — a fixed, tax-free monthly allowance your employees use to buy their own individual plans. What's local is the market underneath it. Here is what that market looks like in New Hampshire.

The New Hampshire market underneath it.

New Hampshire buys marketplace plans on HealthCare.gov across 10 counties in one statewide rating area — the same plan costs the same everywhere in the state, which makes ICHRA allowance-setting unusually clean.

Where employees buy plans

HealthCare.gov — the federal exchange, or directly from carriers off-exchange.

How premiums are set

New Hampshire is the rare state where location inside the state does not matter: by statute (RSA 420-G:4) the whole state is a single geographic rating area. Premiums vary by age (up to 3:1) and tobacco use (the statute allows the federal-maximum 1.5:1 surcharge) — but a Manchester budget equals a Berlin budget.

2027 Open Enrollment

Granite Staters buy 2027 plans on HealthCare.gov November 1, 2026 – January 15, 2027; enroll by December 15, 2026 for coverage starting January 1. (A federal rule that would have shortened the window was vacated by a federal court in June 2026; CMS confirmed the January 15 end date in July 2026 while its appeal is pending.)

Legislation watch

No ICHRA statute or credit is enacted. SB 635 (2026) — an HRA tax-credit program — cleared a Senate committee in March 2026 but died June 30, 2026 when the session ended. Nothing ICHRA-specific is pending as of August 2026.

New Hampshire questions.

Does an ICHRA budget vary by city in New Hampshire?

No — New Hampshire is a single statewide rating area by statute, so the same plan carries the same premium in every ZIP. Age and tobacco use still change individual premiums, which is why per-employee math still matters.

Where do New Hampshire employees buy plans under an ICHRA?

On HealthCare.gov, the federal exchange New Hampshire uses, or directly from carriers off-exchange. The ICHRA allowance works the same either way.
