ICHRA in Florida.

The ICHRA itself is federal: a fixed, tax-free monthly allowance your employees use to buy their own individual plans. What's local is the market underneath it. Here is what that market looks like in Florida.

The Florida market underneath it.

Florida consistently has the largest ACA marketplace enrollment in the country, which brings deep carrier competition in most metros. Floridians buy marketplace plans on HealthCare.gov, and because each county is its own rating area, an ICHRA budget in Florida is genuinely county-specific.

Where employees buy plans

HealthCare.gov (the federal exchange), or directly from carriers off-exchange.

How premiums are set

Premiums vary by age (up to 3:1), rating area, and tobacco use. Florida rates by county (67 counties, 67 rating areas), so every county line is a pricing line.

2027 Open Enrollment

Floridians buy 2027 plans on HealthCare.gov November 1, 2026 – January 15, 2027; enroll by December 15, 2026 for a January 1 start. (A federal rule that would have shortened the window was vacated in June 2026; an appeal is pending.)

Legislation watch

No ICHRA-specific law is enacted. Florida's 2026 session tried something different: HB 141 and SB 440 would have turned the dormant Florida Health Choices program into a state-run shopping platform for ICHRA enrollees, but the bills died in committee on March 13, 2026, the session's last day.

Florida questions.

Why does Florida have 67 rating areas?

Florida chose county-level rating: each of its 67 counties is its own rating area. Practically, that means an employee in Miami-Dade and one in Broward can face different prices for the identical plan, and their allowances can be computed to match.

Is Florida's individual market big enough to rely on?

Florida's marketplace enrollment is consistently the largest in the nation, and most metro counties carry multiple competing carriers at every metal tier.
